Implementation of the provisions of TIDE
In view of the entry into force of TIDE on 1 January 2025, GME has made available, for informational purposes only, the set of the main documents, appropriately revised, so as to facilitate the implementation of the new provisions by ME and PCE Participants.
The above-mentioned supporting documents will remain available in this section until the entry into force of TIDE (1 January 2025). As of this date, the documents will be published in the respective sections of GME’s website.
DELEGATIONS
The following are the instructions and documents necessary for submitting “delegations”, if ME and/or PCE Participants intend to use the system of “delegation” of units/portfolios with validity from 1 January 2025.
If previous delegations have already been submitted into the ME and/or PCE with validity in 2025 or in the following years, they will become invalid with the entry into force of TIDE. The Participants concerned will thus be required to submit new delegations, by using the new forms (“ME delegations” and “PCE” delegations”).
Finally, with a view to optimising the cooperation between GME and ME and/or PCE Participants, the latter Participants must deliver their delegations by 13 December 2024.

ME - Under art. 17 of the Integrated Text of the Electricity Market Rules (ME Rules), Market Participants shall submit to GME a request for entry of data about the units “under delegation” (for which they have received a delegation from the BRP), by using the form "Annex 1 – ME Participant’s Request of Entry of Units under Delegation", duly completed and signed by the legal representative of the ME Participant (delegated Market Participant).
This request must be accompanied by a declaration made by the relevant BRP, by using the form "Annex 2 – BRP’s Declaration", duly completed and signed by the legal representative of the BRP (delegating BRP).
Si ricorda che la delega:
- a single delegation is to be issued, valid both for the three segments of the Spot Electricity Market (MPE) - MGP, MI-A, and MI-XBID – and for the Nomination Platform (PN);
- the delegation will be exclusive, i.e. it may be issued to a single delegated Market Participant and does not permit the delegating Market Participant to operate on the units under delegation.
PCE - Considering that the system of “delegations” on the PCE has been changed only in terms of nomenclature, the following are the updated forms to be used by PCE Participants wishing to use it.
Under art. 24 of the Rules Governing the Forward Account Registration Platform (PCE Rules), PCE Participants shall submit to GME a request or entry of data about:
- forward accounts received under delegation, for which they are entitled to register transactions; to do so, they must use the form "Annex 1 – PCE Participant’s Request of Entry of Forward Accounts under Delegation", duly completed and signed by the legal representative of the requesting PCE Participant (Delegated PCE Participant).
The request must be accompanied by a declaration made by the holders of the above-mentioned accounts, by using the form "Annex 2 - Declaration of PCE Forward Accounts", duly completed and signed by the legal representative of the account holder (Delegating Account Holder);
- zonal portfolios (coinciding with the current units), received under delegation, for which the PCE Participant is entitled to register CET bids/offers; to do so, the PCE Participant must use the new form "Annex 3 – PCE Participant’s Request of Entry of Portfolios under Delegation", duly completed and signed by the legal representative of the requesting PCE Participant (delegated PCE Participant).
This request must be accompanied by a declaration made by the related BRP, by using the form "Annex 4 - Declaration of PCE Portfolios", duly completed and signed by the legal representative of the BRP (Delegating BRP).
.XML FILE FORMAT
On 1 January 2025, also the format of .xml files posted on GME’s website in the sections “FTP”, “Public Bids/Offers”, and “Results/Download” will be updated.
