PDC OIL MONTHLY REPORT

The Mineral-oil storage and transit capacity data reporting platform (PDC-oil) is managed through a computer system to which the obliged parties (participants) access through the Internet. Access to the information system of the PDC-oil is possible through a personal identification system of users-participants implemented by means of user id and password provided by GME.

The operating modes to access the PDC-oil are contained in the PDC-OIL PARTICIPANT'S GUIDE.

DATES AND HOURS FOR REPORTING MONTHLY DATA ON MINERAL-OIL STORAGE CAPACITY

Following the provisions of the Ministry of Economic Development with Ministerial Decree of 5 July 2017, no. 17433 and with Ministerial Notice no. 1612 of 19 January 2018, during the transitional period, the data reporting on the monthly storage and transit capacity of mineral oils is carried out ex ante in three "time windows", each referring to the four months of the following year.

Therefore, the parties subject to the reporting obligation referred to in article 2, paragraph 1, of the Ministerial Decree of 5 July 2017, no. 17433, will have to send data on the monthly storage and transit capacity of mineral-oils with the following frequency of notification:
- the first 15 working days of December year n-1 for the first quarter of detection January-April year n;
- the first 15 working days of April year n for the second quarter of detection May-August year n;
- the first 15 working days of August year n for the third quarter of detection September-December year n.

The reporting template must be completed for each month of the reference quarter.

With reference to the type of products being detected, as specified in Circular no. 0014614 of 05-06-2018, the notification of data relating to LPG tankers for automotive purposes is excluded from the monthly data collection of the monthly storage capacity and transit of mineral oils.

To this end, during the indicated detection periods, the PDC-oil will be operating from Monday to Friday, from 09:30 am to 5:30 pm.
In order to access the PDC-Oil, the parties already member must access the computer system using the user id and password already in their possession and notify the data on the monthly storage and transit capacity of mineral-oils following the procedure described in "PDC-OIL PARTICIPANT’S GUIDE".

The parties required to notify the data referred to in Article 2, paragraph 1, of the Ministerial Decree of 5 July 2017, no. 17433, which are not yet registered in the PDC-Oil must access the PDC-oil and carry out the registration procedure described in the "PDC-OIL PARTICIPANT’S GUIDE".

In implementation of the provisions of the Ministry of Economic Development issued with Ministerial Notice no. 1612 of 19 January 2018, the persons subject to the notification obligation are required to send to GME, through the PDC-oil, the data relating to the monthly storage and transit capacity of mineral oils referred to the year 2025 in the following "time windows":

- the first notification is scheduled for the period between 2 December and 20 December 2024, about the data on the monthly storage and transit capacity of mineral oils referred to the first quarter of 2025 (January - April 2025);
- the second notification is scheduled for the period between 1 April and 22 April 2025, about the data on the monthly storage and transit capacity of mineral oils referred to the second quarter of 2025 (May - August 2025);
- the third notification is scheduled for the period between 1 August ed il 22 August 2025, about the data on the monthly storage and transit capacity of mineral oils referred to the third quarter of 2025 (September - December 2025).

Please note that, as provided for by the Ministry of Economic Development with Circular Letter no. 0014614 dated 5 June 2018, the notification of data relating to LPG depots for automotive purposes is excluded from the monthly data collection of the monthly storage and transit capacity of mineral oils.


In implementation of the provisions of the Ministry of Economic Development issued with Ministerial Notice no. 1612 of 19 January 2018, the persons subject to the notification obligation are required to send to GME, through the PDC-oil, the data relating to the monthly storage and transit capacity of mineral oils referred to the year 2024 in the following "time windows":

- the first notification is scheduled for the period between 1 December and 22 December 2023, about the data on the monthly storage and transit capacity of mineral oils referred to the first quarter of 2024 (January - April 2024);
- the second notification is scheduled for the period between 2 April and 22 April 2024, about the data on the monthly storage and transit capacity of mineral oils referred to the second quarter of 2024 (May - August 2024);
- the third notification is scheduled for the period between 1 August and 22 August 2024, about the data on the monthly storage and transit capacity of mineral oils referred to the third quarter of 2024 (September - December 2024).

- the first notification is scheduled for the period between 3 December and 21 December 2018, about the data on the monthly storage and transit capacity of mineral oils referred to the first quarter of 2019 (January - April 2019);
- the second notification is scheduled for the period between 1 April and 19 April 2019, about the data on the monthly storage and transit capacity of mineral oils referred to the second quarter of 2019 (May - August 2019);
- the third notification is scheduled for the period between 1 August and 22 August 2019, about the data on the monthly storage and transit capacity of mineral oils referred to the third quarter of 2019 (September - December 2019).

Please note that, as provided for by the Ministry of Economic Development with Circular Letter no. 0014614 dated 5 June 2018, the notification of data relating to LPG depots for automotive purposes is excluded from the monthly data collection of the monthly storage and transit capacity of mineral oils.


By Ministerial Notice no. 1612 of 19 January 2018 the Ministry of Economic Development has provided that with regard to the detection of monthly data for the year 2018, the notification obligation will be only for the second and third quarter of the year. Therefore, in 2018:

- the first notification of data on the monthly storage and transit capacity of mineral-oils is scheduled for the period between 3 and 23 April 2018, within which the parties subject to the reporting obligation, must send to GME , through the PDC-oil, the data on the monthly storage and transit capacity of mineral-oils referring to the period May - August 2018; By subsequent Circular no. 0014614 of 05-06-2018, the Ministry of Economic Development has ordered the temporary reopening of the PdC-Oil from 2 to 12 July 2018, allowing the parties subject to the notification obligation, who failed to to send, in the period between 3 and 23 April 2018, the data on the monthly storage and transit capacity of mineral oils referring to the period from May to August 2018, to access the platform in order to fulfill the obligation.
- the second and last notification of data on the monthly storage and transit capacity of mineral-oils is scheduled for the period between 1 and 22 August 2018, within which the parties subject to the reporting obligation must send to GME, through PDC-oil, the data on the monthly storage and transit capacity of mineral-oils referring to the period September - December 2018.
