PDC-OIL ANNUAL REPORT

HOW TO OPERATE

The Platform for the Detection of the Capacity for Storage and Transit of Mineral Oils (PDC-oil) is managed through a computer system to which the obliged parties (participants) access through the Internet. Access to the information system of the PDC-oil is possible through a personal identification system of users-participants implemented by means of user id and password provided by GME.

The operating modes to access the PDC-oil are contained in the PDC-OIL PARTICIPANT'S GUIDE.

DATES AND HOURS FOR REPORTING MINERAL-OIL STORAGE CAPACITY DATA

Following the provisions of the Ministry of Ecological Transition (MITE) in the Circular no. 33682 of 2 Frebruary 2024, interested parties are hereby informed that, in the period between 1 March and 31 March 2024, by accessing the Mineral-oil storage and transit capacity data reporting platform (PDC-oil), parties subjected to the notification obligation referred to in Article 21, paragraph 21.2, of Legislative Decree 249/2012 (obliged parties), are required to send GME the data concerning the situation of the logistical capacity in their availability as 31 December 2023.

For all the above communication purposes, the PDC-oil will be operational from Monday to Friday, from 9:30am to 5:30pm during the period indicated.

To access the PDC-Oil, parties already registered may access the IT system by using their user ID and password and notify the aforementioned data by following the procedure described in the "PDC-OIL PARTICIPANT’S GUIDE".

Following the provisions of the Ministry of Ecological Transition (MITE) in the Circular no 5806 of 21 February 2023, interested parties are hereby informed that, in the period between 1 March and 31 March 2023, by accessing the Mineral-oil storage and transit capacity data reporting platform (PDC-oil), parties subjected to the notification obligation referred to in Article 21, paragraph 21.2, of Legislative Decree 249/2012 (obliged parties), are required to send GME the data concerning the situation of the logistical capacity in their availability as of 31 December 2022.

For all the above communication purposes, the PDC-oil will be operational from Monday to Friday, from 9:30am to 5:30pm during the period indicated.

To access the PDC-Oil, parties already registered may access the IT system by using their user ID and password and notify the aforementioned data by following the procedure described in the "PDC-OIL PARTICIPANT’S GUIDE".

For all the above communication purposes, the PDC-oil will be operational from Monday to Friday, from 9:30am to 5:30pm during the period indicated.

For all the above communication purposes, the PDC-oil will be operational from Monday to Friday, from 9:30am to 5:30pm during the period indicated.

To access the PDC-Oil, parties already registered may access the IT system by using their user ID and password and notify the aforementioned data by following the procedure described in the "PDC-Oil Participants’ Guide".

Following the provisions of the Ministry of Economic Development in the Circular no 1860 of 28 January 2019, interested parties are hereby informed that, in the period between 1 March and 30 March 2019, by accessing the Mineral-oil storage and transit capacity data reporting platform (PDC-oil), parties subjected to the notification obligation referred to in Article 21, paragraph 21.2, of Legislative Decree 249/2012 (obliged parties), are required to send GME the data concerning the situation of the logistical capacity in their availability as of 31 December 2018.

For all the above communication purposes, the PDC-oil will be operational from Monday to Friday, from 9:30am to 5:30pm during the period indicated.

To access the PDC-Oil, parties already registered may access the IT system by using their user ID and password and notify the aforementioned data by following the procedure described in the "PDC-Oil Participants’ Guide".

Obliged parties not yet registered in the PDC-Oil may access the PDC-oil and carry out the registration procedure described in the "PDC-Oil Participants’ Guide".

Following the provisions of the Ministry of Economic Development in the Circular no. 000098 of 3th January 2018, the entities required to report under Article 21, paragraph 2, of Legislative Decree no. 249/2012, must send GME the data concerning the situation of their deposit logistics capacity referring to 31 December 2017, only in the period between March 1st and March 30th, 2018.

By subsequent Circular no. 0014614 of 05-06-2018, the Ministry of Economic Development has ordered the temporary reopening of the PdC-Oil from 15 to 25 June 2018, allowing parties subject to the reporting obligation who failed to send, within the aforementioned deadline of March 30, 2018, the data related to the logistic capacity as at 31 December 2017, to access the platform in order to fulfill the obligation.

With the circular n. 1860 of 28 January 2019 the Ministry of Economic Development has ordered the temporary reopening - between March 1 and 30 March 2019 - of the terms for the annual notification of the data related to the logistical capacity as of 31 December 2017, by the obliged parties who failed to send the aforementioned data within the deadlines set in Circular no. 0000098 dated 3 January 2018 or in Circular no. 0014614 dated 5 June 2018.

To this end, during the period mentioned above, the PDC-oil will be operational from Monday to Friday, from 9.30 am to 5.30 pm.

For access to the PDC-Oil, the entities already enrolled shall access the computer system using the user id and password they already have and communicate the data of the storage capacity related to the year 2016 following the procedure described in "PDC-Oil Participants’ Guide"

The entities required to report those data referred to in Article 21, paragraph 2, of Legislative Decree no. 249/2012 that are not yet enrolled to the PDC-oil must enter the PDC-oil and follow the registration process described in "PDC-Oil Participants’ Guide"

Following the provisions of the Ministry of Economic Development in the Circular 0002007 of 27-01-2017, the entities required to report under Article 21, paragraph 2, of Legislative Decree no. 249/2012, must send GME the data concerning the situation of their deposit logistics capacity referring to 31 December 2016, only in the period between March 1 and March 31, 2017.

By subsequent Circular no. 0022286 of 26th September 2017, the Ministry of Economic Development has ordered the temporary reopening of the PdC-Oil from October 16 to October 27, 2017, allowing entities required to report that they have provided to send, within the 31 March 2017, the data pertaining to their logistics capacity as at December 31, 2016, accessing to the platform in order to meet their requirements.

To this end, during the period mentioned above, the PDC-oil will be operational from Monday to Friday, from 9.30 am to 5.30 pm.

For access to the PDC-Oil, the entities already enrolled shall access the computer system using the user id and password they already have and communicate the data of the storage capacity related to the year 2016 following the procedure described in "PDC-Oil Participants’ Guide".

The entities required to report those data referred to in Article 21, paragraph 2, of Legislative Decree no. 249/2012 that are not yet enrolled to the PDC-oil must enter the PDC-oil and follow the registration process described in "PDC-Oil Participants’ Guide".

Following the provisions of the Ministry of Economic Development in the Circular no. 0002494 of 29.01.2016, the entities required to report under Article 21, paragraph 2, of Legislative Decree no. 249/2012, must send GME the data concerning the situation of their deposit logistics capacity referring to 31 December 2015, only in the period between March 1 and March 31, 2016.

By subsequent Circular no. 0010495 of 13/04/2016 , the Ministry of Economic Development has ordered the temporary reopening of the PdC-Oil from May 16 to May 28, 2016, allowing entities required to report that they have provided to send, within the 31 March 2015, the data pertaining to their logistics capacity as at December 31, 2014, accessing to the platform in order to meet their requirements.

By subsequent Circular no. 0003022 of 07-02-2017, the Ministry of Economic Development has ordered another temporary reopening of the PdC-Oil from February 20 to February 24, 2017, allowing entities required to report that they have provided to send, within the 31 March 2015, the data pertaining to their logistics capacity as at December 31, 2015, accessing to the platform in order to meet their requirements.

To this end, during the period mentioned above, the PDC-oil will be operational from Monday to Friday, from 9.30 am to 5.30 pm.

For access to the PDC-Oil, the entities already enrolled shall access the computer system using the user id and password they already have and communicate the data of the storage capacity related to the year 2015 following the procedure described in "GUIDELINE FOR THE PARTICIPANT OF THE PDC-OIL"

The entities required to report those data referred to in Article 21, paragraph 2, of Legislative Decree no. 249/2012 that are not yet enrolled to the PDC-oil must enter the PDC-oil and follow the registration process described in "GUIDELINE FOR THE PARTICIPANT OF THE PDC-OIL"

In accordance with notice no. 0001998 issued by the Ministry of Economic Development on 30 January 2015, parties that are subject to the data reporting obligation under art. 21, para. 2 of Legislative Decree 249/2012 must report the data of the logistic capacity of their depot as of 31 Dec. 2014 only in the period from 1 Mar. to 31 Mar. 2015.

By subsequent Circular no. 0002026 of 26/01/2016, the Ministry of Economic Development has ordered the temporary reopening of the PdC-Oil from February 8 to February 19, 2016, allowing entities required to report that they have provided to send, within the 31 March 2015, the data pertaining to their logistics capacity as at December 31, 2014, accessing to the platform in order to meet their requirements.

The PDC-oil will be available for the above purpose from Monday to Friday, from 9:30 to 17:30.

Parties that are already registered must access the PDC-oil information system by entering their user IDs and passwords and report the data of their storage capacity for the year 2014 by following the procedure described in the “PDC-OIL PARTICIPANTS’ GUIDE”.

Parties that are subject to the data reporting obligation under art. 21, para. 2 of Legislative Decree 249/2012I and that are not yet registered with the PDC-oil must access the PDC-oil and complete the registration procedure described in the “PDC-OIL PARTICIPANTS’ GUIDE”.

In accordance with notice no. 0000957 issued by the Ministry of Economic Development on 17 Jan. 2014, parties that are subject to the data reporting obligation under art. 21, para. 2 of Legislative Decree 249/2012 must report the data of the logistic capacity of their depot as of 31 Dec. 2013 only in the period from 1 Mar. 2014 to 31 Mar. 2014.

Parties that are already registered must access the PDC-oil information system by entering their user IDs and passwords and report the data of their storage capacity for the year 2013 by following the procedure described in the PDC-OIL PARTICIPANTS’ GUIDE.

Parties that are subject to the data reporting obligation under art. 21, para. 2 of Legislative Decree 249/2012I and that are not yet registered with the PDC-oil must access the PDC-oil and complete the registration procedure described in the PDC-OIL PARTICIPANTS’ GUIDE.

For reporting storage data as of 31 December 2012, the PDC-oil electronic platform will be available from Monday to Friday, from 09:30 to 17:30 in the period from 18 July 2013 to 8 August 2013.

In accordance with
notice no. 0000813 issued by the Ministry of Economic Development on 15 Jan. 2014, parties who/which i) are required to report the data referred to in art. 21, para. 2 of Legislative Decree 249/2012 and ii) have not, by 8 Aug. 2013, reported the data about the logistic capacity of their depots as of 31 Dec. 2012, may access the PDC-OIL to enter such data from 10 Feb. 2014 to 21 Feb. 2014 (Monday to Friday, 09:30 to 17:30).
