DCO 3/2017: PLATFORM FOR THE MANAGEMENT OF AUCTIONS FOR THE ALLOCATION OF REGASIFICATION CAPACITY

By Resolution 660/2017/R/GAS of 28 September 2017 (hereinafter: Resolution 660/2017/R/GAS), the Authority for the Electricity, Gas and Water (AEEGSI) has reformed the provision of regasification capacity through the introduction of auction-based market mechanisms in place of previous allocation procedures carried out by regasification companies in compliance with the principle of priority access and pro-rata.
In applying this reform, AEEGSI has established that regasification companies can access the services offered in this area by the Gestore dei Mercati Energetici S.p.A. (GME) for the management of auction-based procedures and that, to this purpose, GME shall define, with the support of the regasification companies, a proposal for the management of such services to be submitted to the Authority's approval.

In order to provide the interested parties with well-rounded view of the new capacity allocation methods, this document shows - as outlined in the proposals for modification of the regasification codes prepared by the regasification companies wishing to use GME services - a description of the access and operation modalities of the existing market platform, which will be organized and managed by GME, for the carrying out of regasification capacity allocation auctions.

Platform for the management of auctions for the allocation of regasification capacity (PAR): go live

GME informs that the Regulation for the operation of the Platform for the Allocation of Regasification capacity (PAR), approved by Autorità di Regolazione per Energia Rete e Ambiente (ARERA, the electricity, gas and water regulator), with resolution 111/2018/R/gas of 1 march 2018, will enter into force from today’s date. The regulation regulates the procedures for organizing and managing the auctions for the allocation of the regasification capacity available at the terminals managed by the companies OLT Offshore LNG Toscana S.p.A. (OLT) and Terminale GNL Adriatic S.r.l. (ALNG).

The Technical Rules (DTF), containing the implementation and procedural provisions of the aforesaid Regulation relating to the procedures for the allocation of the regasification capacity during the thermal year and the capacity no longer available in auction, will enter into force with the publication on the website since today.

The parties interested in participating in the PAR, for the allocation of regasification capacity on one or both the OLT and ALNG segments, can submit the related participation application to the platform, using the documentation available on GME's website at the following link.

In compliance with the provisions of ARERA, the operational start of the PAR will take place after 1 April 2018, on the basis of the auction schedule provided to GME by each regasification company. Starting from that date, the calendars of the auction sessions for each sector of the PAR will be published on the platform, which will be activated from time to time by the regasification companies.

From an operational point of view, access to the PAR computer system will be made through a personal identification system of the parties designated by each participant to access the PAR, through the User ID and Password provided by GME upon successful conclusion of the application procedure to PAR.

Participants classified as authorized Users may submit offers within each PAR segment at the corresponding Regasification Terminal with respect to which they wish to acquire regasification capacity. This check is carried out by GME on the basis of the information provided by each regasification company.

With specific reference to the auction sessions for the allocation of the regasification capacity during the thermal year on the OLT segment, it should be noted that, pursuant to the provisions of Article 61 of the PAR Regulation, the transitional provisions indicated in the Technical Rules relating to the determination of the results and planning activity of the dates of output on this segment will be applied, unless otherwise notified by GME in agreement with OLT.
