GME would like to inform that, with the publication on its website, the amendments to the Regulation of the Platform for allocation of regasification capacity (PAR) come into force as of today - together with updated versions of the related Technical Rules (DTF) - made pursuant to article 3, paragraph 3.6, of the same Regulation, in order to regulate the organization and operation of the management segment, called "FSRU Italy segment", where the activities for allocating the regasification capacity of the regasification terminal managed by FSRU Italy S.r.l. will be carried out.

All parties wishing to participate in the auctions, which will be activated on the aforementioned PAR segment according to the timing defined by FSRU Italy S.r.l. and made known by GME, must first acquire the status of PAR participant in accordance with the PAR Regulation, by providing the documentation available on the GME website at: http://www.mercatoelettrico.org/It/Mercati/ASTE/ComePartecipareAste.aspx.

In order to test the functionalities of the new "FSRU Italy Segment" related to the allocation of the annual and multi-annual regasification capacity, the regasification capacity during the thermal year and the regasification capacity no longer available at auction, made available within the aforementioned segment, GME will organize blank tests.

Specifically, the blank sessions will be held from 2 to 3 May in the test platform, which can be reached at: https://provepar.ipex.it in the following times:

• for the simulation of the auctions for the allocation of capacity during the thermal year, the session for the submission of offers will be open from 10.00am to 2.00pm on 2 May. The results will be published at 3.00pm on the same day;
• for the simulation of the first come first served for products no longer available at auction, the reservation of these products will be available from 10.00am to 2.00pm on 3 May.

Interested parties may request access credentials to the test platform, as well as all other information related to the carrying out of the tests and the operation of the PAR at the following email address: proveGas@mercatoelettrico.org.

The PAR participants may access the test platform with the same access credentials valid for the operating platform.

Please note that the data entered during the test will not be used in any way for the operational purposes of the Platform.

Following the ARERA provisions in point 7 of resolution no. 85/2020/R/GAS, GME hereby informs that the amendments to the Platform for the allocation of the regasification capacity (PAR) Regulation, made pursuant to article 3, paragraph 3.6, of the same Regulation, in order to introduce, in the "OLT segment" of the PAR, the post-session scheduling activity of the dates of output for the slots referred to the allocation of annual and multi-annual capacity, in compliance to the last amendments made to the regasification code of the company "OLT Offshore LNG Toscana SpA" (OLT) and approved by the Authority with the aforementioned resolution, shall enter into force starting from today.

As of today, the updated versions of the Technical Rules (DTF) no. 06 and 13, amended following the foregoing, and in order to update the methods for scheduling the dates of output of slots referring to allocation capacity "during the thermal year" and "residual thermal year" in relation to to the criteria to be last defined by OLT in the aforementioned regasification code.

In order to allow interested parties to test the features introduced on the PAR for the scheduling of dates of output for annual and multi-annual capacity slots in the OLT segment, GME will organise special blank test sessions from 24 to 26 June 2020.

These test sessions will be aimed at simulating the allocation and scheduling activities of the slots' dates of unloads to be carried out in the OLT segment following the annual product auction for the next Thermal Year.

All users of participants wishing to participate in the test sessions are required to send a request via email to the e-mail address proveGas@mercatoelettrico.org no later than 1.00 pm on 22 June 2020.

In any case, for any information relating to the performance of tests and the functioning of the PAR, interested parties may contact GME at the e-mail address proveGas@mercatoelettrico.org.

Please note that the data entered during the test phase will not be used in any way for the Platform's operational purposes.

The blank test sessions will be carried out through the test platform, reachable at https://provepar.ipex.it.

GME will notify the times and methods for carrying out the tests to the users who have registered to participate.

Finally, please note that the blank tests to assess the changes introduced in the scheduling functions in the OLT segment of the slot’s dates of unloads relating to the "during the thermal year" and the "residual thermal year" capacity will be then organised by GME, according to the methods and timing that will be notified well in advance with a specific press release.

Following the notice dated 17 september 2018, GME hereby informs that, starting from 1 October 2018, OLT Offshore LNG Toscana S.p.A. (OLT) and GNL Italia S.p.A. (GNL Italia), in line with the indications provided by ARERA, will offer on the corresponding segments of the regasification capacity allocation platform (PAR) products for the allocation of the residual capacity in thermal year (new products), according to the specific procedures published on the related websites by OLT and GNL Italia. The dates of the sessions will be communicated through the PAR.

In order to allow the allocation of the aforementioned new products within the corresponding OLT and GNL Italia sub-funds of the PAR in compliance with the aforementioned deadlines, ARERA has expressly advised GME to make the necessary adjustments to the PAR Regulation - pursuant to article 3, paragraph 3.6 of the same Regulation - which enters into force as of today upon publication on this website, together with latest versions of the related Technical Rules (DTF).

Following the previous notice dated 28/09/2018, we would like to in form that, by Resolution 500/2018/R/GAS, ARERA approved the PAR Rules, amended pursuant to Article 3, paragraph 3.6 of the Rules, in order to allow the allocation of the new product of residual capacity in thermal year within OLT and GNL Italia segments of the PAR.

Following the provisions of the ARERA with resolution no. 376/2018/R/GAS, GME would like to inform that, with the publication on its website, the amendments to the Regulation of the Platform for allocation of regasification capacity (PAR) come into force as of today - together with updated versions of the related Technical Rules (DTF) - made pursuant to article 3, paragraph 3.6, of the same Regulation, in order to regulate the organization and operation of the management segment, called "Comparto GNL Italia", where the activities for allocating the regasification capacity of the regasification terminal managed by GNL Italia S.p.A. will be carried out.

All parties wishing to participate in the auctions, which will be activated on the aforementioned PAR segment according to the timing defined by GNL Italia S.p.A. and made known by GME, must first acquire the status of PAR participant in accordance with the PAR Regulation, by providing the documentation available on the GME website at:

In order to test the functionalities of the new "Comparto GNL Italia " related to the allocation of the annual and multi-annual regasification capacity, the regasification capacity during the thermal year and the regasification capacity no longer available at auction, made available within the aforementioned segment, GME will organize blank tests.

Specifically, the blank sessions will be held from 11 July to 13 July 2018 in the test platform, which can be reached at: https://provepar.ipex.it in the following times:

- for the simulation of the auctions for the allocation of annual and multi-annual capacity, the session for the submission of offers will be open from 10.00am to 2.00pm on 11 July. The results will be published at 5.00pm on the same day;

- for the simulation of the auctions for the allocation of capacity during the thermal year, the session for the submission of offers will be open from 10.00am to 2.00pm on 12 July. The results will be published at 3.00 pm on the same day;

- for the simulation of the first come first served for products no longer available at auction, the reservation of these products will be available from 10.00am to 2.00pm on 13 July.

Following the communications dated 21 June and 9 July 2018, we would like to inform that, by Resolution 447/2018/R/gas, the Autorità di Regolazione per Energia, Reti e Ambiente (ARERA) has approved the PAR Regulation, as amended - pursuant to Article 3, paragraph 3.6 of the Regulation – to allow the start of the auctions for the allocation of annual and multi-annual capacity available at the regasification terminal managed by the company "OLT Offshore LNG Toscana S.p.A.", in order to regulate the procedures for the organization and operation of the LNG Italy segment, where the processes for the allocation of the regasification capacity of the regasification terminal managed by the company "GNL Italia S.p.A." are carried out.

Following the notice dated 11 June 2018, GME would like to inform stakeholders that the auction session will be held on 28 June 2018 for the allocation procedure of the annual and multi-annual regasification capacity within the OLT segment of the PAR.

Participants interested in the allocation of the above capacity may submit their purchase offers on the PAR information system during the session opening at 2.30 pm on 26 June 2018 and closing at 2.30 pm on 28 June 2018.

In this regard, with a view to ensuring the orderly launch of the annual and multi-annual auction procedures, GME has adjusted the PAR Regulation and the related Technical Rules. 3, 5, 7, 8, 10 and 12.

The updated version of the PAR Regulation, amended pursuant to Article 3, paragraph 3.6, of the Regulation, will enter into force today with the publication on the GME website together with the updated versions of the above Technical Rules become effective.

By Resolution 660/2017/R/GAS of 28 September 2017 (hereinafter: Resolution 660/2017/R/GAS), the Authority for the Electricity, Gas and Water (AEEGSI) has reformed the provision of regasification capacity through the introduction of auction-based market mechanisms in place of previous allocation procedures carried out by regasification companies in compliance with the principle of priority access and pro-rata.
In applying this reform, AEEGSI has established that regasification companies can access the services offered in this area by the Gestore dei Mercati Energetici S.p.A. (GME) for the management of auction-based procedures and that, to this purpose, GME shall define, with the support of the regasification companies, a proposal for the management of such services to be submitted to the Authority's approval.

In order to provide the interested parties with well-rounded view of the new capacity allocation methods, this document shows - as outlined in the proposals for modification of the regasification codes prepared by the regasification companies wishing to use GME services - a description of the access and operation modalities of the existing market platform, which will be organized and managed by GME, for the carrying out of regasification capacity allocation auctions.

GME informs that the Regulation for the operation of the Platform for the Allocation of Regasification capacity (PAR), approved by Autorità di Regolazione per Energia Rete e Ambiente (ARERA, the electricity, gas and water regulator), with resolution 111/2018/R/gas of 1 march 2018, will enter into force from today’s date. The regulation regulates the procedures for organizing and managing the auctions for the allocation of the regasification capacity available at the terminals managed by the companies OLT Offshore LNG Toscana S.p.A. (OLT) and Terminale GNL Adriatic S.r.l. (ALNG).

The Technical Rules (DTF), containing the implementation and procedural provisions of the aforesaid Regulation relating to the procedures for the allocation of the regasification capacity during the thermal year and the capacity no longer available in auction, will enter into force with the publication on the website since today.

The parties interested in participating in the PAR, for the allocation of regasification capacity on one or both the OLT and ALNG segments, can submit the related participation application to the platform, using the documentation available on GME's website at the following link.

In compliance with the provisions of ARERA, the operational start of the PAR will take place after 1 April 2018, on the basis of the auction schedule provided to GME by each regasification company. Starting from that date, the calendars of the auction sessions for each sector of the PAR will be published on the platform, which will be activated from time to time by the regasification companies.

From an operational point of view, access to the PAR computer system will be made through a personal identification system of the parties designated by each participant to access the PAR, through the User ID and Password provided by GME upon successful conclusion of the application procedure to PAR.

Participants classified as authorized Users may submit offers within each PAR segment at the corresponding Regasification Terminal with respect to which they wish to acquire regasification capacity. This check is carried out by GME on the basis of the information provided by each regasification company.

With specific reference to the auction sessions for the allocation of the regasification capacity during the thermal year on the OLT segment, it should be noted that, pursuant to the provisions of Article 61 of the PAR Regulation, the transitional provisions indicated in the Technical Rules relating to the determination of the results and planning activity of the dates of output on this segment will be applied, unless otherwise notified by GME in agreement with OLT.
