DCO 01/2019 INTEGRATED MANAGEMENT OF GUARANTEES ON THE ENERGY AND GAS SPOT MARKETS

With this consultation document, GME wishes to collect observations and comments regarding the proposal for integrated management of guarantees among the interested parties, to be introduced in the energy and gas spot markets.

This proposal aims to favor a reduction of the costs incurred by market participants for the provision of financial guarantees required for participation in the aforementioned markets, as well as a simplification of operational and management processes for market participants.

Integrated management of guarantees in the MGP and MI energy markets and on the spot gas market (MP-GAS) - netting: approval and date of effect of the Integrated Text of the Electricity Market Rules and Natural Gas Market Rules

Participants are hereby informed that the amendments to the Integrated Text of the Electricity Market Rules (hereinafter: ME Rules) and to the Natural-gas Market Rules (hereinafter MGAS Rules) have been approved by Decree of the Ministry of Economic Development (MiSE) dated 2 of August 2019, published on the MiSE website

i)  new rules regarding the integrated management of guarantees on Energy Markets, MGP and MI, and on the spot gas market (hereinafter MP-GAS);


ii) simplification of operation and management processes related to the forms of guarantees posted.


The date from which the amendments to the ME and MGAS Rules become effective, that is to say when the netting begins on the MGP and MI markets and on the spot gas market (MP-GAS), is the trading day November 28, 2019.

On this, note that on November 28 the opening of MP-GAS, MI-GAS and MT-GAS will be postponed at 11.00am to safely and orderly carry on system switching operations.

In order to provide participants with an adequate time period to test the new MP-GAS, MI-GAS, MT-GAS, MGS, MPL, MGP and MI guarantees new management modalities, the GME will organise blank sessions between October 21 and October 31 according to the conditions that will be published on a specific notice.

The new versions of the ME Rules and MGAS Rules, as approved by the above provisions, as well as the corresponding updated Technical Rules, are made available below for mere information purposes.

Please note that until next November 28, the operations of the ME and MGAS will still be regulated by the provisions, published in the specific sections of the GME website.

DCO 2/2016 PRINCIPLES OF THE INTEGRATED REGULATORY RULES (TIGSI) FOR THE GUARANTEE, INVOICING AND SETTLEMENT SYSTEM OF GME

According to this consultation document, GME aims at collecting, among its stakeholders, observations and insights about the principles and rules of the new integrated system of guarantees (hereinafter referred to as "Integrated Guarantee System") to be applied on the energy markets (ME and MGAS) and the OTC Registration Platform (PCE) (hereinafter referred to as "Markets"). The purpose of the new guarantee system is to promote, inter alia, a reduction of the costs for Market Participants incurred in providing financial guarantees necessary to trade on the markets and to facilitate the related operations through a process of simplification and streamlining of the procedures.

CONSULTATION DOCUMENT 05/2014 – INTEGRATED GUARANTEE MANAGEMENT SYSTEM

With this consultation document, GME would like to gather comments among interested parties about a proposal to introduce an integrated guarantee management system within its energy markets (ME and MGAS) and OTC Registration Platform (PCE). The purpose of the system is to minimise the costs that participants incur for posting the financial guarantees required for participation in the above markets.
